The Clave is the governing body in the Shadow World. Shadowhunters who are of age and choose to act as demon hunters are considered members, unless they choose to renounce their membership of sorts.

It is led by a Council, the Inquisitor, and the Consul. They meet in the Gard at Alicante, Idris. Although Shadowhunters are all welcome to the meeting, some Shadowhutners choose not to attend. The Council makes the law of the Clave, known as the Covenant. The Council also signs the Accords. Originally this council held only Shadowhunters.

By the end of the City of Glass, the New Council has been formed, now including seats in the council for representatives from all four Downworlder races (Vampires, Werewolves, Faerie, and Warlocks).

The Clave has different branches, or divisions of smaller groups of Shadowhunters in different countries who reside in their Institute. In New York, it is referred to as Conclave, and Enclave in London.

MembersEdit

The Inquisitor is the leader or sole member of what would seem to be the Shadowhunter police force; it takes care of rebellions and civil infractions. The Consul acts as an adviser to both, but whether the position has any definite power remains to be seen. The traitor, Malachi Dieudonne, once held this position.

In addition, the higher ranks of the Clave's organization comes mostly from the noble families, those who had acquired great wealth from plunder and high kill rates from before the Accords. In terms of government personality, the wealth and old-money status of many of the Clave's members has led to a clinging to old values in the government of Idris, a quality less common in the member's of the various Institutes, as they come in contact with Downworlders often, despite their social status.

SymbolEdit

The insignia, or rune, for the Clave is formed by four back-to-back C's, they stand for: the Clave, Council, Covenant and Consul. With the forming of the New Council, Clary Fray was asked to draw the new symbol: the rune of the Council (4 Cs) surrounded by the symbols of the four Downworlder families. A moon for the werewolves, a four-leaf clover for the faeries, a spellbook for the warlocks, and a pair of fangs for the vampires.
