The Council is the governing body of Shadowhunters. They write the laws and dictate decisions for all Shadowhunters.

Clockwork Prince

Clockwork Prince starts off with a Council meeting. During this Council meeting, the fate of Charlotte and Henry Branwell was being decided. The then Inquisitor, Inquisitor Whitelaw, presided over the interrogations of the members of the London Institute to decide if Charlotte and Henry were to blame. The Council decided that they were to blame and Benedict Lightwood interceded with the Consul's ruling. He formally challenged Charlotte's right to run the Institute.
The Council is next seen at the end of the book. They were meeting to decide whether or not Charlotte was fit to run the Institute. When Benedict promptly threw his support behing Charlotte, it was decided that she would remain head of the London Institute. However, celebrations were put to a halt because they were inturrupted by mechanical spiders swarming the Meeting Room.
City of Lost Souls

The Council was again called together to decide the fate of Clary Fray. They were also discussing what to do about Jonathan Morgenstern. After weeks of deliberation, they determined that Clary was innocent of all crimes posed against her. They also decided to deprioritize the search for Jonathan.
